It's called "Rock, Paper, Scissors Cut" You see the DHS instruction advises that one who becomes a victim of a potential mass assault or murder in the workplace, school or even shopping mall, instructs that you can use a scissors to stop the gunman...
Let's look at ROCK, PAPER, SCISSORS. CUT and dissect it;

New addition: * GUN KILLS PLAYERS... What is DHS thinking or even considering...I'd be willing to say that they have NO IDEA HOW TO DEAL WITH THIS VERY IMPORTANT ISSUE. Just as they can't get the TSA in order after several years.. They've spend billions on FULL BODY SCANNERS, spending more than a Billion Dollars..They are NOW REMOVING them as they were held accountable for a lack of privacy and potential failure of the system ...
